We have built a Fiori Elements application. In the header actions, we have too many buttons, which I'd like to group. Is it possible to create a button group (a menu) and when clicked on it, display the relevant actions like a dropdown, similar to three dots menu when the screen is too small.

If you are talking about app-defined actions (manifest based ones or annotation based ones), grouping is indeed possible. Please see V4 specific section "Grouping Actions as Menu Buttons" in page for more information.
