It seems that the recent upgrade to CPI's XSLT processor has been rolled back:
(Per the @CPITracker Twitter feed.)
Specifically, this means that as of right now, XSLT 3.0 is once more not supported.
Maybe someone at SAP would like to comment on this?

AnswerRequest clarification before answering.
The SAXON version was originally HE 9.5 until the Sep 2018 release. This was upgraded to SAXON 9.8 EE with the September release.
Although this move was done we had officially not documented the support to XSLT 3.0 as we also wanted to ensure the XSLT Mapping step generates the right templates. So officially we still do not support XSLT 3.0. Post September release we encountered some problems in customer xslt scripts with SAXON 9.8 EE and so we decided to revert back to the older stable version HE 9.5.
In the October 2018 release this will be updated to SAXON EE 9.7 but officially we shall still not be documenting the support for XSLT 3.0.
The support for XSLT 3.0 shall be rolled out sometime before the end of the year 2018.
