Couldn't create an instance of Cloud Identity Services with plan Application

BTP Trial>subaccount>Service marketplace>click on create Cloud Identity Service>

Only choice available is Application, and not default. Even though Global Account shows both Application and default.

Creation Failed

I deleted all Entitlements, then reassigned, both Cloud Identity Services (Default and application) to the Directory the subaccount was in, and was able to Add "Default" cloud Identity services, which were not an option available before.
