Commericial and free tier service switches and entitlements for partner

one question about the possible entitlements and usage in a partner PAYG global account:

Changing a service from (i.e. Process Automation) free tier to a comercial model allows to create an additional free service variant again in the global account for other test & develoment purpose?

I try to ask in another way. As far as I know free tier subscription is limited to 1 subscription in a PAYG global account. If I update the Process Automation subscription from free plan to standard (https://help.sap.com/docs/build-process-automation/sap-build-process-automation/upgrading-from-free-...) in our partner global account do I have the free tier ressources again to setup a new free plan subscription in another subaccount for other demo cases? Yes as the Free Tier Entitlement should be free again.
