Cloud ALM - Can a Transport of Copy be Required?

Customer is using Cloud ALM for Change and Deployment for their S/4HANA Landscape. They are asking if there are ways to require a Transport of Copy (ToC) be created prior to releasing the original transport into the QAS System? They are trying to limit the total number of transports which need to move through the landscape.

Any way to require a ToC via STMS >> Parameters? If not, are there plans to provide the option to first create a ToC before Release and Deployment can happen via Cloud ALM?

Hi,
At this point, the creation of Transport of Copies is optional.  

I have not heard any plans to enforce a ToC creation requirement, to this point.
