Chinese OS - Number cannot show System Default Number Format

Hi Support,

Set the OS Number display(No. of digits after decimal）in Region as 0.0001.

And then show Totext(12.3456,"#.###"), it's always shows 12.35.

But in English OS + Crystal Report 2008  or Crystal Report 2016 works weel.

And in Chinese OS + Crystal Report 2008 also works well.

The problem happens in the same Chinese OS + Crystal Report 2016. How to fix this issue? Can you advice?
