Characteristic Displays "#" - "Not Assigned" in Both Bex and Webi Report

All,

I have an issue whereby a characteristics (Payment Method / 0PYMT_METH)

with data type char 1 displays correctly in SAP and BW but in Bex Analyzer and Webi Report, am getting values displays as "#" or "Not Assigned". I have checked the Infoobject in BW and it has a Compounding object 0COUNTRY. The Infoobject Payment Method is with Text and I have changed the display property in Query Designer to "Text", "Key", "Key and "Text" and "Text and Key" without any luck. The correct sample values am looking for should be 1, 2, 3, 4, 5, A, B, C, D or E. Any idea what am missing here?

We are running BW 7.3.
