Changeable_ind not working for application jobs

Hello Experts,

I am unable to make the parameter field as non-editable during creation of application jobs.

I am using the below code.

Even though I am setting the changeable_ind to abap_false, I can still edit the field during creation of application jobs. What could be the reason for this?
