Change data for inactive employees through oData API

Hi experts, Today, I am facing an issue with an upsert process in SuccessFactors.

I am trying to change certain fields for inactive employees, but the system responds with the following message: "ChangeSet index 3 - The user is an inactive user; only active users can be updated. Please activate this user first with index 0."

Do you know if it's possible to upsert data for inactive employees?
