Cannot delete custom Business Function Set - SFW3 (switch framework)

I have created a Business Function Set ZZZ via SFW3, which I used to activate a custom switch (via a business function). Now I want to delete it, the business function is deactivated in SFW5:

But I obtain this error message when deleting:

Deletion is not possible
Business Function Set ZZZ is currently activated system-wide

How can I deactivate it system-wide?

Go to SFW5, unselect "Business Function Set" and click the button "Activate Changes" as shown here:

Now you can delete the custom business function set.

NB: for information, the current business function set is stored in the table SFW_ACTIVE_B1, with version = "A". If the concerned set is still in this table, the error message is sent.
