Hi Anja,
There is a landing page for Portal at SDN: http://www.sdn.sap.com/irj/sdn/nw-portalandcollaboration , which contains almost every link you have mentioned and a lot more, but the "Document requests" problem lays within people unwilling to search (discover) SCN, I think.

@Aliaksandr: you are right - this page is a very good starting point.
@Tobias: wiki is also a good place. I agree with you regarding structure, templates, content, ... I also have problems to find anything there in. SDN Wiki shouldn't be used to create another copy of sap help - it's more to share special scenario, configuration, additional information. Additionally it's difficult to keep it up to date. I involved Michael Nicholls to share his ideas.
@all others: please go on and share your ideas in this thread. Are there additional links? More ideas regarding our wiki?

IMO the Wiki (and Google) is the right place for such information. Right now, the Portal WIki isn't maintained:
- it's hard to find information
- duplicated content
- most of the information is not updated
- lots of content is just copy&paste from SAP Help
What is needed is that someone cleans the portal wiki and starts from scratch:
1. define a structure
2. create page templates
3. revision of content
