Best way to default values in filter bar

We have a simple requirement: default filter-bar fields in a bunch of standard tiles, for all users in a department.

For example in the Sales Order Overview F2200, the currency should default to CAD, and sales org default to XXX, etc.

There are many options that seem to be overwriting each other, we just need to know what the best approach is. Things we have tried so far:

1. Create a public default Variant in key-user Adapt UI, put it in a transport and move it to prod. This doesn't set all default values, example the currency still shows up as EUR.

2. Configure User Defaults in settings. Because you can't transport user defaults, we'd have to ask 3000 users to go into Settings and manually do this.

3. The Sales tiles have parameters like &&User.Default&&currency. We can create new Z tiles and set those default parameters to certain values. This however did not work, as the currency still goes back to EUR no matter what the value passed in the parameter.

So the question again is what is the best way to set default values to filter bars for our users? (ie. we're not talking personalization, we need to do this in customization for users)

(ps. we've already looked at many blogs, such as this, this, this but as mentioned some values still don't get defaulted for all users, like currency).
