Assign reporting category in Setting Up Your Statutory Reporting

When I assign reporting category in Setting Up Your Statutory Reporting activity, this error occurs and can't assign.

I did not assign Country/Region when create report category and assign Country/Region in below screen. Because if i assign when create report category, this category does not appear to choose in below screen.

Kindly help me to solve this issue. Thank You.

The business scope of Document and Reporting Compliance, scope item 5XU, and possibly 78L, is not activated by default. 5XU might require additional licensing (contact SAP's or SAP Partner's Account Executive). For scope item activation, please follow SAP Note 3122430, Scope Item Activation.

Currently, I faced authorization error whe I run report in Run Statutory Reports app.

Could you please help me to solve this issue?
