I think tehre is no such API available currently. You cannot read employee or work agreement masterdata. There are APIs for some HR objects, like timesheet or skills, but that's it.
You could browse the S/4HANA cloud roadmap and check if new APIs are announced. I have seen some roadmap items dealing with workforce replication and SAP MDM, maybe this can already help.
