Can you use measures to group? Yes. The question you should be asking is how can you group your measures based on what type of scenario. We can't answer your questions without details.
In the second screenshot, how would you like to see the data grouped?
What are the rules to have the different group?
Unfortunately, you screenshots just show us numbers with no real help.

The columns are based on groups so you will have to make a formula that will separate your records into two different categories. Now you can use that formula as your column.
