Is it possible to restrict admin user access to specific rules project. Right now if one user has access to a rule project they can change all other rule projects. For example, if customer have 2 rule projects A and B. Is there a mechanism so that project A should be available to user X to edit/update/delete and project B only to user Y.

Can we create add custom attribute to role collection to achieve this functionality ?

Currently we do not have project level restrictions. It is planned in roadmap.

I don't see any options that would indicate a project name checks for role collections like RuleAuthor.
Perhaps this is on the roadmap or it could be the case that it would remain as 'intentionally designed that way' until lots of customers start requesting this feature via https://www.sap.com/about/customer-involvement/influence-adopt.html
