I would like to install 12.01 ODBC client only without admin tools, does such an installation exist? The full installation does not support this option. The installation will need to support EBF's. The deployment wizard is not an option.
I've reviewed the vendor announcement post on Client Installer Released however the link is dead.
I believe the best solution is to allow this level of options in the full installation program.

Request clarification before answering.
As Volker has mentioned, the Deployment Wizard is the tool for you.
Run it, uncheck everything but Databases >> SQL Anywhere (64-bit) >> Client Interfaces >> ODBC (64-bit).
Do the same for the 32-bit pieces if you need it.
Takes less than a minute to generate an install.

...as that setup (in contrast to older versions) does not offer to install just a database client? (A remarkable step back, methinks, by the way.)
When needing just ODBC clients, we still prefer the deployment wizard, as that allows for very small setups (just ODBC will require just a few MBs whereas the separate client install is not much smaller than the normal setup). - Yes, you can't EBF them with regular EBF but you can build new MSIs really easily, and note: The number of fixes for the component "SQL Anywhere - ODBC Client Library" is rather low (about 20 topics since 12.0.1 has been released), so you would rarely need to EBF them at all.
