There is currently an issue in our SAP where we have planned Non Stock Materials in a PM Work Order, the Purchase Requisition has been created however the Purchase Order is hung up and unable to be processed because the Work Order is not Released. Our process does not allow the release of a work order making it available to schedule until it is released. There is no documentation available to explain this logic of why the PO is not allowed until the Work Order is Released. Does anyone have any input on why this logic would be, to disallow the processing of a Purchase Order?

You can create a PO for a PM/CS Order that has the CTRD systems-status if you use the Immediate option on the component row.
However you will not be able to post a goods receipt as this will try to post costs to the order, and status control dictates that you cannot post costs the order if it has a CRTD status set.
