What is the best way to generate FINITE schedule using PPDS heuristics for 3 level BOM and fix peg

I have 3 level BOM (FG-->Semi level 1 - Semi level 2) 

I am running PPDS heuristics in following order in S4 (eppds) 1809

1. SAP_PP_LLC (stage numbering)

2. Product planning (Comp acc Llevl Code)  - ie.MRP run

3. and then SAP_PP_019 (fix pegging)

Then 

4. Run Sequence bottom level using setup group using copy of sequencing heuristics

5. Run Bottom up (SAP_PP_009) at Semi level 2

6. Run Stable forward heuristics (SAP_DS_01) for generating finite schedule 

(Tried to run step 6 before 5 also)   

But NOT getting finite schedule and some orders are thrown out of PPDS horizon (one year out) although there is a lot of capacity before that ...some resources are still overloaded  (btw all resources are defined fully restricted finite)

Fixed pegging is active in global customization and turned for products and setting in heuristics to consider it

Any ideas?

I am ok trying a different heuristics as long as I get finite schedule

Please suggest some options
