Valid Tlane is available between two plant but not appear or consider

Hi All

Valid Tlane is available between two plant but not appear or consider while creating the order in product view.

Getting below message in log

No transportation lane/procurement relationship for prod.xxxxxxxxx loc. yyyy

Message no. /SAPAPO/RRP013

Diagnosis

You have maintained external procurement as procurement type for product XXXXXXX in location YYYY.

System Response

The system could neither find a valid transportation lane nor an external procurement relationship

Why system does show or consider valid tlane ? Please advice

Solution - Mot was not maintained product wise otherwise "all product product' should be active in MOT
