Hi Oliver,
The name of the restriction that you are missing is PV_TMPLT, and it is within the Administration Functions.
Please note applying this means that you are giving WRITE restriction to the Business User, so that he can act as a Template Administrator.
Otherwise, if the end user is not supposed to have full access, you can keep it like it is and the user will be able to access the templates directly from New View => From template... menu.

Where/Which Fiori App and path I have to use to get to your answer "The name of the restriction that you are missing is PV_TMPLT, and it is within the Administration Functions."?
I look around Business Roles and a few other places but I couldnt find it.
It is the first time I try to do it as I'm setting a Planning Area in TEST to learn and practice the feaures in "TS Supply" (we are using SOP). After copying SAPIBP1 and seting up the Master Data Type/Attributes values one thing left at the moment is setting up templates.
I looked into "SAP Answers" and couldnt find an answer, I guess I could have posted a new question but I think is best here as an extension of the already somments made

HI Roberto,
It is within the Maintain Business Roles app.
You need to select the Business Role in question, then enter in EDIT mode for it, go to "Maintain Restrictions", go to the READ/WRITE restrictions tabs, and then considering that it is not fully "Unrestricted" (which would automatically grant the PV_TMPLT Admin Function), but rather it is as "Restricted", you will see the "Administration Functions" button/section in order to look for the PV_TMPLT auth.
The Business catalog SAP_IBP_BC_EXCEL_ADDIN_PC also needs to be part of the business role already, otherwise you won't see the General section where the Admin Functions are.

Thanks very much for your help and quick reply. I believe I folllowed all the steps but still I the Template Advance settings is grey out.
I know that SAP doesnt like people nesting questions (posting questions on other questions) and as I already did itonce here I will create a new questions with my snapshots so I dont get into trouble with SAP Community ;-). I dont want to abuse your generous time but if there is a chance you can have a look at it I will appreciate it, so far you have helped me a lot as I didnt know these things so that is progress.
I read Lingaiah comment and also I made sure those two catalogs are part of the role

Hi Oliver,
This is a different issue...I guess that you assigned this new Permission Filter directly to the Business User in use?
If yes, check if any of the business roles assigned to the user has "Unrestricted" access on the Permission Filter field for READ/WRITE restrictions. If yes, it will join both conditions and show all the data.

Hi,
Make sure that no restrictions maintained for that user in a business role.
Assign the below catalogs and test in excel add-in.
SAP_IBP_BC_EXCEL_ADDIN_PC - Basic Planning Tasks
SAP_IBP_BC_FAVORITES_PC - Favorites
