Unable to change in production order by changing in sales order SAP ECC

Need help for Make to Order scenario, where every time RE_ATP triggers then new SET of Production got created.

IN spite of changing in the QTY and DATE for Existing production orders, system creates new Production order.

Need help, how to handle this case either in ECC OR APO.
