Hi,
We have a transport request that was moved to QA and caused several issues. I was looking at the history log of the SAP notes contained in the transport request. Most of the logs read like this:
17.10.2019 Correction instructions completely implemented
17.10.2019 User confirms performance of manual activity
and then entries from a different user months later:
09.01.2020 Correction instruction is in transport-based correction instruction
I want to know how the 2nd user's changes affected the transport request or how it made it there. We assume that these new entries in the history log is the reason the transport request was "ruined" since the error we are getting had to do with TCI (transport-based correction instruction) errors. The SAP notes originally included in the transport are non-TCI because our systems are non-TCI enabled. And yet the new history log entries mentions TCIs.
Request clarification before answering.

I would suggest that you open a customer message for SAP. This is a bit hard to investigate without having a chance to look into the system. One assumption is that the correction was added to a TCI, later on. But in this case, this would just be an informative text and should not cause issues
