Transfer unrestricted stock to E sales order

I allocated unrestricted stock to special E sales order line using MB1B 412 E.

Stock is allocated well, but purchase requisition is still open.

Can I create a special E sales order without PR creation?

Purpose is to reserve unrestricted stock to prevent this stock from being allocated to another order.

Please advise any way to solve it.
