There is no TLB run data in the selected horizon

I am running TLB run using program /SAPAPO/RMSDPTLB and getting this information message:

"There is no TLB run data in the selected horizon"

After this, TLB run completes without doing anything.

But if I create an order manually using /SAPAPO/SNPTLB, I am able to do so. Can you suggest why should I getting this message

"There is no TLB run data in the selected horizon"

and what should I do to prevent it and run TLB successfully?

Is there ATD quantity available in deployment horizon? ATD Check Horizon is considered when creating orders manually in TLB?

Also please check SAP note 1573100 - There is no TLB run data in the selected horizon
