The rank entered 000X is not permitted for Activity area XXXX

Hello EWM experts,

I want to assign specific location 0160 st.type to HOSE activity area.
As a prerequisite I have assigned storage bins to the HOSE activity area, then I am trying to define sort sequence for AA -
Below shown existing entries, If I try to add new entry for 0160 st.type for PIK2 activity - system is throwing "The rank entered 0002 is not permitted for Activity area HOSE" (any sequence other than 1 has same error, sequence 1 gives error - an entry already exists with the same key)

I do not understand, why it is not accepting for PIK2 activity. But can add entries for PICK activity.

Is there any other setting related to activity? before to this?
