I'VE CREATED AN STO , BUT IT DOESN'T GENERATE THE OUTBOUND NUMBER OF PRODUCT NUMBER

if you could provide some more details on the system behaviour you are observing it would be far easier to get an idea what the actual problem is.
What is "the outbound number of the product number"?
An STO is technically a purchase order. You need to create an outbound delivery for that using transaction VL10B.
Do that and attach screen shots and error messages if that did not solve your problem.
