I wonder if someone can direct me in these questions:
1. Is Stock Room Management a solution that is being phased out right now? End of life? This is "old wm?"
2. Is it still a valid options for implementations for mid-size companies? Key features that is missing in this?
3. Basic EWM... key features that is missing vs Full-EWM?
Request clarification before answering.

Ad 1. Stock Room Management is not being phased out right now. It is supported. However I don't think it's going to last forever. Sooner or later SAP is going to drop LE-WM / Stock Room Management in S/4HANA in favor of EWM.
Ad 2. Having said that, Stock Room Management is still a valid option. There are support notes detailing LE-WM functionality covered by Stock Room Management license, e.g. pick waves are excluded.
Ad 3. Roughly basic EWM covers the same functionalities as Stock Room Management e.g. pick waves are excluded both from Stock Room Management and basic EWM. Again support notes provides details on what's not allowed in basic EWM.
In short, if you think about a new implementation, I'd suggest basic EWM instead of Stock Room Management.
