Hello Guys,
Finally I solve the issue. I had a missing configuration, when I compleate the VAS Order kit to Stock is was created:
SCM Extended Warehouse Management -> Cross-Process Settings - >Value-Added Services (VAS) -> Plan Times -> Define VAS Fixed Times
In Duration and Date/Time Type fields the value = empty with this change the VAS Order was created.

Shelf life product was solved generating the the batch for the material material after that, I review it all this steps thayt you suggest me and I don`t find nothing wrong...
This is my last status with this error:

Basically the system cannot create a VAS document.
Could you please tell me any suggestion?

Can you check this ,
1) go to Goods Receipt/Goods Issue --> Inbound Delivery/ Outbound Delivery --> Manual Settings --> Define Document type .
Here for your document type , identify the reference document profile assigned then copy the reference document profile
2) Cross Process Settings --> Delivery --> Reference document profile --> paste the above copied profile & check whether the VAS reference is there or not.
Also can you create normal outbound delivery for the components & normal inbound delivery for the kit product & check whether you are able to create without any issue.
also how is your batch settings the final kit product is batch managed if so are you using automatic batch creation in EWM or Manual Batch creation ,Kindly please check the batch management settings in EWM

Can you please check & update me whether the shelf life period is maintain in material master for the finished product or component i hope you have configured the process correctly.
Steps:
1) Create VAS Order type
2) Maintain the delivery types
3) Determine the Warehouse Process types KTSI , KTSO both are point to the work center bin will be good ( KITI)
4) Create a Work Center & Assign your bin
5) Maintain a packaging specification ( make sure you have enabled the relevant to kitting in PS Level )
6) Maintain BOM (Optional)
7) Now Create a VAS Order ( /SCWM/VAS_KTS) ( maintain back flush check box so that posting of component will be done automatically optional)

Please check the screen shot for message log.
"I faced the below error when I was initially set up for testing- Please check the process type which assigned to Inbound doc type ( IKTS ). I guess Process type-KTSI, Did you create that bin KITI which assigned in process type if not ,Please create bin with storage type staging "

1> Please enter Ent. to Dispose
2> If you are using standard BC set, then Process type KTSI , KITI bin must have create. Please check process type config.
