SNP rough cut capacity (Capacity Distribution)

In ECC the work center capacity settings allows to set the capacity distribution by earliest start date or finish date. Currently our SNP rough cut settings are by latest finish date. Trying to figure out how to set SNP rough cut capacity distribution by earliest start date
