Hello, When I create a debit memo and I Immediately refresh process receivables, I see my debit memo on process receivables, I was thinking we should run T code FDM_COLL_SEND01 for that, Can you please confirm? or Is Process receivables always real time from FI to FSCM?

The data in collections management is never real-time data. It is essentially a snapshot that is transferred from FI-AR to Collections Management by a program FDM_COLL_SEND_ITEMS.
SAP recommends to run the program FDM_COLL_SEND_ITEMS (t-code FDM_COLL_SEND01) with the option "Periodic data transfer" on a daily basis in a background job. The program will update the data in Collections Management based on the latest FI-AR transactions. The data in Collections Management will then be used to generate worklists / assign them to collection specialists. To automate the generation/update of worklists another background job should be scheduled for a program UDM_GEN_WORKLIST (t-code UDM_GENWL).

For every new company you will always have to run first an initial transfer. Because to be able run this periodically you must have run first an initial transfer. SAP keeps track in a table of the companies for which you have run this initial transfer.
