I am currently working on SAP Work Manager Sizing since users in SMP going to be increased (>500). Could you please help me in understanding how SAPS value is derived in SAP work manager 6.4 sizing guide? Attached is snip for the same.
In our case:
New orders: 6
updated order: 31
Sync per hour: 961

You would need to figure out how much load the new users will be adding up, and adjust accordingly. You can do this by calculating the number of work orders synced per hour, both new and updated - the higher the number of work order syncs, the higher the data volume.

How did you come up with 35557 for the Total # of WOs/hr? Regardless, let's assume 36K is the number of fully processed line items per hour. Based on the SD Benchmark Table from the previous link provided, this configuration should meet your needs.
Sizing would provide a clearer picture assuming you have all the required information; training is also available if you wish to pursue this further. Let us know if this helps, or if you require further assistance.
