Hi Dragos,
HBL is not a business object in TM. Once it is drawn on FWO/FU, system assigns a serial number to it ( from pre defined HB stock/number range).You can check the status of HBL numbers using NWBC->Masterdata->General-->Overview Waybill stock.
Additionally - you can create a HBL form ( print in Adobe) and store/Archive the HBL in document management.
