SAP TM: I can't create Internal Settlement Document from FO

I'm trying to create Internal Settlement Document from Freight Order (Intracompany Scenario) I can't get the internal settlement document button on freight order or creating Internal Settlement document from Internal Settlement worklist, So what shall I do?
