Sap lot behavior

The SKU has a lot size key of ZA, which js a five day coverage. However, the first planned order generated in SAP is 4560 units, which is resulted in a 22 days period without another order. Given period lot size is 5 days, why is SAP not generating orders consistent with a 5 day order frequency
