After turning on the Global Parameter ENFORCE_REASON_CODE by Value: YES:
You still experience the Reason Codes & Comments not being shown when trying to save data into an Editable Key Figure, contrary to expectation.

ENFORCE_REASON_CODE enforces the user to enter a reason code and/or comment when Saving Data. However, a prerequisite is that the SUPPRESS_RC_COMMENT is not set to X.
Ensure that the SUPPRESS_RC_COMMENT is left blank, not X:
SUPPRESS_RC_COMMENT set to blank will enable the pop-up dialog to enter reason codes and/or comments. If left blank, then ENFORCE_REASON_CODE can make it obligatory for the user to enter those.
