In APO there is a function to initialize all CVCs (key field combinations) for a given time horizon. Is there the same functionality in IBP?

In IBP you have to consider the base planning levels that your key figures 'live' at. In APO everything was at the lowest level all the time every time, in IBP this isn't the case. In IBP a planning object is activated once transactional data is loaded to it, or a it's activated manually... at the planning level specified (either through the load, or through user selection).
I would argue one wouldn't want to activate all given memory/performance concerns, but only load what is necessary for planning at that level. Just my $0.02, take w/ a grain of salt as i don't know your specific requirements. good luck 🙂
