SAP EWM LOSC creating Product WT instead of HU WT

Hello,

I've configured Layout Oriented Storage Control, however when it's creating the tasks - the first task is an HU WT, but the second task is a product WT. How do I enable that both tasks are HU WT, to prevent further adhoc moves against the same HU?
