Hi ,
We are implementing TM1909 and we have specific requirement where we want to create FUBR rule based on quantity. As our client don't want to maintain Gross weight, volume details in Product master. Can someone help to configure FUBR for STO process, where we can create auto FU based on quantity only. if its possible, please let me know the steps.

I suggest you to first define a Freight Unit Building Strategy, depending if you want to consolidate as much as possible, per item or per request. Please read the Freight Unit Building Rule (FUBR) documentation.
After this is defined, now you can populate the Planning Quantities area with the planning quantity UoM and split quantity. I recommend you to read the “Blog Series – SAP S/4 HANA Supply Chain for Transportation Management – 04 – Cubing-out / Weighting....

I have refer the blog, but it asking to create FUBR on weight and volume level, which we don't want. Our requirement is to maintain the FUBR with FUBR strategy as per item or per request. The critical quantity as 'Quantity' and not 'Gross weight' and under planning quantity , we want to maintain 'Quantity' with UoM as either Each or any other.
we dont want to create FU based on weight or volume requirement as the weight and volume is not maintained under 'Basic data' from Product master.
Do you think without maintaining weight and volume Embedded TM 1909 can still create FU for STO outbound delivery.

Here is my findings that helped me to solve this issue (Create FU without Weight/Volume).
Solution:
-Base Unit of Measure of the material for EX 'PC' has to be Defined (with no Dimension).
-Alternative UOM has to be included in the Material and FUBR.
-FUBR should have the Base UOM or Sales UOM or Both, and with Critical QTY Defined as QTY or Alternative QTY not Weight .
-FUBR should be assigned to the logistics integration profile.
-Item Category used in delivery should be unflagged for weight/volume relevance.

The FUBR will allow you to maintain it based on quantity, but this is not the best approach. You can take advantage of the volume and weight data for different functionalities (e.g. vehicle capacity, package building and load planning).
