Sales Order block for dangerous materials

Hello, 

My client's business include some dangerous materials and need to apply 2 level controls on sales orders: 

1. First control level : blocking sales order if the ship-to-party is out of validity according to a license at the sales order date.

2. Second control level: information pop-up at sales order when quantity or weight limit is reached for a group of materials by:

 2.1. One sales order/Delivery

2.2. Sales order during a define period

My question is: which SAP business process could handle this process? Can it handle full process or at least first control level

I hope I got your question right, but this seems like a typical Legal Control use case for SAP S/4HANA for International Trade (included in core SAP S/4HANA licenses) or SAP Global Trade Services (GTS - additional license needed). The right solution depends on the complexity of your requirements.
