S4HANA Private Cloud Transportation Management settlement with different carriers

Dear TM Experts,

We are implementing S4HANA Private Cloud TM now, one business requirement for us is:

One ocean freight booking with more than 4 stages and for different stages will assign different carriers and the charge calculation will also be set at stage level, which means when comes to the freight settlement, if there are 4 stages will 4 different carriers, system need to generate 4 freight settlement with 4 different invoicing party separately.

I see in Public Cloud Ocean Freight Booking, there is the Executing Carrier & Invoicing Carrier at stage level which can perfect meet the requirement, and the Invoicing Carrier will be copied to Purchase Order as Supplier

But in S4HANA Private Cloud, there is only a Carrier at stage level, there is no Invoicing Carrier, and when goes to the settlement, the 4 stages generated 4 settlement with same carriers, and we can not manual edit the invoicing party during the settlement, which we don't want.

Could you please help to suggest how can S4HANA Private Could Ocean Freight Booking settle with different carriers for different stages?
