I have two instances one ECC and the other one is SCM hosted by AWS. I am getting a connection error when trying to create a RCF connection by specifying an IP.

Request clarification before answering.
aws uses dummy hostnames - nice feature but might be confusion at sap level sometimes.
can you please try the rfc using IP instead... (not the best practice)
alternatively, you can try assigning a hostname to your server (also in hosts) then try again.
