Restrict creation of Inbound delivery until Goods issuance is done by the supplying plant

Hi Experts,

We have an Intra-Company STO scenario configured wherein an STO is created by the supplier site to transfer the Raw material stock to another receiving site.

The requirement by the business on the receiving site is to have a validation control or error message to restrict creating an Inbound Delivery with reference to the STO using tcode VL31N unless the Goods has been issued by the supplying site. Becasue, most of the times, user created Inbound delivery as per the total quantity of STO. However, as per the stock availability, the supplying site has delivered partial quantity.

Is there any standard way that we can achieve this requirement?

the Goods has been issued by the supplying site

When you say, only after the supplying site issues the material, has it been recorded in SAP ?  in which transaction code ?

Yes only after the supplying site issues the material. The goods issuance is done in SAP EWM using Tcode "/SCWM/PRDO"
