As I write this question I see this same question from 2015, https://answers.sap.com/questions/12038284/restrict-configuration-to-certain-planning-area.html. The answer then was no and I suspect that the same answer is the case in 2023.
Due to organizational changes and a desire to foster innovation we want to restrict users to only do config (Planning Area, KF, etc. ) in a "sandbox" set of planning areas while the standard team can do all the config in the production planning areas. We have a 3 tier landscape with all development starting in DEV, being moved to TEST for UAT and then finally to PROD.
Any insights or other ways this could be handled would be appreciated.
I do have some thoughts and ideas but don't want to list them there as to "poison" the responses with a point of view.
