Restrict Configuration to certain Planning Area

Is there a way to restrict configuration to only certain Planning Areas?

I'm not able to do that in the role using a visibility filter.

We have SAP2 and SAP4 planning areas.  We only want certain users to make planning area and configuration changes specific to SAP2 only, and likewise for SAP4.  Is that possible?

Anyhow, CHANGE CONFIGURATION is not for business users at all, but just for few administrators, so that should not be an issue. At least, it was never in any of my projects

You have authorization object IBP_MODEL (starting from IBP5) with possibilities Change, Display, Activate&Generate and Maintain, but no choosing on planning areas

Visibility Filters are controlling, which data related to master data / attributes a user is allowed to, based on specific planning areas.
