Redetermine storage location in TR/TO for WM staging to production

Hi experts,

I'm trying to find a solution for the following WM/PP-PI scenario without having to resolve to ABAP immediately.

Let's say we have 3 storage locations in our plant.
0001 - Used for GR external procurement of raw material 1.
0002 - Used for GR external procurement of raw material 2.
0003 - Used as production area to backflush from.

All storage locations are connected to a single WM warehouse.

We have 1 supply area and 1 material independent control cycle.
The storage location in the supply area is 0003 and the staging indicator in the control cycle is set to 1 (pick parts).
The control cycle also has the WH number and destination storage type/bin assigned. This has all been setup.

Both raw materials have the supply area assigned in the material master as proposed supply area (MRP 2).
The production scheduling profile is setup to create a TR/TO for the components after release.

After release of the order the system creates a TR with storage location 0003 and the correct movement type (319), destination storage type and bin.
However, the system cannot create a TO because both components are located on different storage locations.
I've tried using the "Do not copy storage location in TR" option in WM for storage location 0003 but that requires a single standard storage location. So this is not a solution.

Next I tried to use a stock determination rule with storage location 0001 and 0002 assigned. The rule is then assigned to WM movement type 319 and both components.
However, this doesn't seem to do anything at TO creation since storage location 0003 is already transferred from the supply area into the TR.
The system does not redetermine a new storage location.

Is this scenario even possible with standard configuration?
