Rate determination in calculation sheet

Hello Experts,

I have a calculation sheet where there are 2 line items of rates. One line item has default rate and other have a rate table. Is there any way we can determine that default value of line item only if other line item has rates based on rate table otherwise it should return zero.

The rate table will be only calculated if match the scales set in the rate table otherwise will be not calculate.
