Quota arrangement for subcontractors

Hello

I am having an issue setting up a quota arrangement for two subcontractors.

We would like to have a 4 to 1 split between the two of them.

I have read multiple articles about the topic and believe that we are setting it up properly but the system still is generating only purchase requisitions and not schedule lines towards both vendors. The split itself is working properly with the correct quantities getting assigned to the respective vendor.

The material master is configured in the following way:
Procurement type: F
Special procurement: 30
Quota arr. usage: 3

We have two scheduling agreements both with validity period between 30.06.2023 and 31.12.2050.
The source list also has the same validity period and the Source List Usage in Materials Planning is configured as 2 for both scheduling agreements (1 for each supplier).

The quota arrangement itself setup for the same validity period with a quote of 4 to 1 between the two suppliers.

The lot-sizing procedure looks as follows:

The first requirement date for the material is 19.07.2024. 

Can you tell what are we doing wrong at the moment?
