Product to product posting changes using t-code /SCWM/POST - Make Posting Change for Product

Hi team

We are doing product to product posting change in SAP EWM using t-code /SCWM/POST - Make Posting Change for Product. source and destination details will remain the same except for the destination product. we are using bulk storage bins with the bulk indicator and the storage bins have maximum of 18 HU's that can be fit in. currently we have 11 HU's in our bin but upon posting an error comes up that "

Maximum number of storage units exceeded in storage bin BS.700

Message no. /SCWM/GM021

Its strange because we have enough capacity in the bin. Below is our bulk storage sectioning configuration:

From our bin master no of HU=11

Please advise how we can resolve this issue.
