Predicting apportionment

Hi, very new to SAP so apologies if this is a very basic question. Im currently working on creating forecasts and my predictions are often thrown off by the volatility of apportionment. I've tried using timeseries to compare order FC against stock evol but have found the results to be poor, often showing much more stock available than what ends up being available in reality. Is there a particularly good way to predict in advance how much stock apportionment will remove?
